I have 2 Cards I will go for Add Funds Its showing me
1) We couldn't complete your purchase, because the card issuer declined the card MasterCard x-3421. 2) You have requested an outdated version of PayPal. This error often results from the use of bookmarks.

Hello,

This is a problem of your Paypal account.
The first problem is that Paypal did not accept your credit card and about the second i am not sure.
You should contact them.

You need a card that supports international transaction, otherwise your bank will decline the transactions contact you bank and confirm if you debit card enabled for international transfer.
