Inactive RRs

I rented 90 RR in 1st week but 20-30 initially not clicked, I recycled them 3rice but not active, now i rented more 100 today, what I can do for this type problem.

I think, how many time I recycle the same inactive RRs.

If admin can help, if 1 RR not active after 3-4 time recycle after 4-5 days intervals ?.
