i wonder if the option of renting referrals is disabled, the field is blanco /empty when i try to rent referrals

No,it is not disabled.
Are you sure that you click on "Rent Referrals"?
Also i see that you have 97 RR and the limit of membership is 100.This is why you can not rent referrals since the minimum amount you can rent is 5.
