Seeking Policy For PTSU Before I Make Offers

Can someone direct me towards a written policy for Paid To Sign Up Offers?

I noticed that the offers only go as high as 50 cents, and I would like to know if I can offer more for what I have.

I would like to know more, before I deposit money as an advertiser.
