Recycle or leave to expire

Hi everyone I'm golden membership and was wondering what the best strategy will be. At the moment I recycle anyone with average below 4 but they need to be 21 days old so I can get a good idea of an accurate average. Is this the best way or can someone suggest other ways. Thanks in advance
