For a while Ive been getting the same problem. Its usually on the rotator sites but I solve that problem by simply closing the ad and reopening it and it is randomized to another site that loads quickly. Additionally in the past I have had issues loading some of the 0.001 cent ads such as Familyclix. I dont have the issue anymore with that site in particular but on one day about 2 weeks back I literally kept the page open for 2 minutes or so and the ad never stopped loading and as a result for that day I was never credited and simply skipped it and moved on.
