Here is the list of the supported payment processors as well as the withdraw fees for each one :

SolidTrustPay 5%
Payeer 5%
Bitcoin $3+0.5%
Litecoin $0.25+2%
Dash $1 + 1%
AirTM 5%
Neteller $0.5 + 2%
Skrill $0.6 +3%

So, is it possible to utilise purchase balance money for these transfer fees?
